The role of quantitative methods in urban transportation planning.

ABSTRACT
The present paper deals with the use of quantitative analysis in the transportation planning process with special emphasis on urban context. After a brief recall of the components involved in the transportation planning process environment, the traditional planning process is illustrated and the relative characteristics and limitations are shown. Then a new view of urban transportation planning process, to overcome some difficulties of the old process and to handle the inherent uncertainties of urban system, is considered. As the basic issues of modem transportation planning are the ongoing nature of the process and the coexistence of political and technical aspects, a system approach is proposed. In this manner, interactions between systematic planning process and political process are well defined and the role of quantitative analysis can be outlined. Consequently, the transportation planning process is represented as a complex optimization process where different more specific stages are identified. Finally, for each stage of the process, the most relevant characteristics, the available quantitative methods and techniques and their specific contribution in planning process are presented and discussed.
